Abstract:
The purpose of this study was to find out the major challenges and opportunities in the
implementation of cooperative education and training program in western Gojjam
Administrative zone. The study adapted a descriptive survey method. It was conducted
in four government TVET colleges/institutions found in the respective zone. Selection of
the institutes was done based on comprehensive sampling technique. Out of the total
subject of the study 238(25%) of trainees using systematic sampling and 14(25%)
trainers and all deans', principals and counselors were taken using comprehensive
sampling technique. Data was gathered with questioner, observation and by review of
- policy and other relevant documents . The data collected through questioner,
observation and from documents were analyzed using percentages and chi-square
methods. As a result absence of strict low and regulation Act, absence of promotion
and marketing on the aims and objectives of CT, lack of competent instructors/trainers,
lake of required inputs, shortage of enough training enterprises and problems of
strategic leadership on the part of TVET bureau and local boards was found to be the
major challenges of the training process. Apart from this the effort made to run the
training process by using the existing guideline, introducing the system with a good will
on the part of the enterprises, the certification system, period of implementing the
programme were found to be good opportunities in the future. I general it was
concluded that the CT was not properly implemented in the respective zone as it was
intended to be. Challenges are much more severe than the opportunities. Finally it is
recommended that the need of legal proclamation act to run the programme effectively.
