Road infrastructure is a crucial public asset that is essential for local economic growth, social connection, and improved access to jobs, education, and health care. In this infrastructure, good pavement maintenance management system plays an essential and integral part to continue the serviceability of roads. An efficient pavement maintenance management system(PMMS) assists pavement engineers and authorities in funding cost-effective strategies and making consistent decisions for providing, evaluating, and maintaining pavements in a serviceable condition. Highway Development and Management System (HDM-4) is deployed to predict future technical and economic outcomes of potential investment decisions regarding the maintenance management of road networks. The objectives of this study were to investigate current PMMS practices and to develop PMMS for a selected asphalt road in the Ethiopian Roads Administration (ERA) Gondar Road Maintenance District. The study is carried out through questionnaires and archival documents from the ERA. The collected data were analyzed by using Excel and HDM-4 project analysis module. HDM-4 project analysis module was used to select the optimum maintenance alternative from four different maintenance alternative strategies. From the result, condition survey data were gathered by using the manual method and the most common challenges faced during conducting condition survey are timeconsuming and subjectivity. The most significant factors used in the prioritization of roads for maintenance are budget availability, classification of roads, and pavement condition. Moreover, this study identifies the most common challenges faced during the implementation of PMMS are inadequate pavement maintenance funds, inadequate quality of the maintenance roads, lack of systematic approach, shortage of qualified technical staff, and missing or unreliable road condition data. According to the results generated through HDM-4, Alternative 3 (Thick overlay 50mm) has been selected as a more economical maintenance and rehabilitation strategy for all the road sections. Based on the results, recommendations were provided to help the ERA Gondar Road Maintenance District improve the current PMMS.
