Abstract:
It is impossible to produce maintenance-free buildings, but it can be minimized at the
design and construction stages by using; good design, skilled labor and quality material
during construction. The main aim of the study is assessment of public building
maintenance management practice in Bahir Dar City, by assessing operational condition of
maintenance departments and the current maintenance practices, determining causing
factors, effects and improvement strategies of poor public building maintenance
management practices. The methodology used in this study was literature reviews,
questionnaire survey, case studies, interviews and archival documents. The data for this
work was surveyed from clients, contractors and consultants. Quantitative as well as
qualitative analysis was also used. For quantitative analysis, descriptive statistics by IBM
SPSS 20 and content analysis for qualitative data was used. The study has identified the
finding for each specific objective. Corrective maintenance is the mostly practiced type of
maintenance in all organizations. Immediate maintenance is also applicable next to
corrective in emergency cases especially in hospitals and universities in Bahir Dar city.
Routine and preventive maintenance were conducted very rarely. There is no building
historical information, policy guidelines, and manuals available. The study has also
identified and ranked twenty-six significant factors that cause poor building maintenance
management practices and grouped into five factor groups; technical, financial, human
resources, building user and organizational related factors with mean score values of 3.82,
3.73, 3.68, 3.66 and 3.53 respectively. Ten critical effects of poor public building
maintenance management practices were identified and grouped into three groups;
economic value-related, suitability and safety-related, and building physical feature-related
effects with mean values of 3.81, 3.60 and 3.56 respectively. The study concluded by
setting improvement strategies of poor building maintenance for the future. It is also
recommended Computerized Maintenance Management System for building maintenance
activities and as whole for good building management system throughout life of buildings.
The finding of this study will benefit different stakeholders like; academic researchers,
government policymakers and Bahir Dar City public organizations in Bahir Dar City.
