dc.description.abstract Back ground: Social health insurance is a program that pools the risk of several people in an effort to decrease the amount that will be paid by an individual at the time health care services are needed. In spite of higher burden of preventable disease in Ethiopia, a user-fee charge is one of the reasons for low utilization of healthcare services. The government of Ethiopian has developed health insurances strategy to increase the prepaid plan coverage, improve access to modern health care services and reduce out of pocket payments. en_US
