Recycling waste plastic is a great way of preserving natural resources and the environment. Single-use to large-use of plastic disposal is hard to remove and degrade. It takes time to degrade and to remove the waste plastic completely from the environment, rather use waste plastic as input material to process a product. To get a valuable product it needs a functional machine to process. Here the shredder machine and extruder machine can make a product by melting and mixing fine sand with waste plastic. And can fabricate a composite material that uses as a pavement material for the construction sector. The shear strength of HDPE plastic material is taken into account while developing the shredder machine blade, as well as the motor power and torque. Here the shredder machine has 72 circular blades with 150 diameters and has two hexagonal shafts made of mild steel, having spur gear to transmit motion to the second shaft based on design. The gearbox is used to reduce speed and to give high torque to shred the waste plastic. The base structure of the machine is built on RHS and made of mild steel. The 2HP motor is selected based on material shear stress to shred the waste plastic and to mix the melted waste plastic and sand. The plastic sand mixer machine is used to mix the melted waste plastic with fine sand and uses hexagonal shape paver mold to make pavement products. The study shows the use of this technology and the value of the waste management program because it may turn waste plastic and other easily available forms of plastics waste into a valuable local resource, this has the potential to influence the worldwide plastics waste issue. Waste plastic was melted and mixed with sand to create a bonded sand block in this study. The weight ratio of 75% sand and 25% waste plastic is taken into account. This method will benefit both the economy and the environment. The created system is valuable in terms of preserving the environment and reducing plastic pollution. The compressive stress of the block is tested by considering the center portion exerted compressive force and the rest portion of the product consider tensile force exerted. The universal testing machine conducts five samples and the average compressive stress of the block is 32.324Mpa The result shows the mixed melted waste plastic with fine sand has a strong product for pavement material. The field test conducted on the human, car, and other loads can resist the pavement material. Key words: Plastic recycling, design and manufacturing of machines, developing composite
