Determinants of Implementing Rural Land Use Plan in Gozamin District, East Gojjam Zone, Ethiopia

dc.description.abstract People in Ethiopia have been using land in unplanned and uncontrolled fashion without due regard to the land’s best potential use and consideration for conservation of natural resources. This study aimed at assessing the determinants of implementing rural land use plan in Gozamin District, East Gojjam Zone, Ethiopia. To address the objective of the study both primary and secondary data were collected. Survey questionnaire, focus group discussion, key informants interview, and field observation were way of collecting primary data. While secondary data were gathered from journal articles, published and unpublished books, websites, master thesis’s, annual reports and the like. About 132 sample households were selected in simple random sampling from 3 Kebeles namely Enerata, Wugir and Leklekita. T-test, chi-square test, and binary logistic regression model were used to analyze factors that affect rural land use plan implementation. The result of T and chi-square test indicated that, of all 16 variables 13 were found to have statistical significant effect on rural land use plan implementation. However binary logistic regression result revealed that only 5 variables; age (P=0.007) and extension contact (P=0.009) at 1%, labor supply (P=0.044) and slope (P=0.011) at 5%, and participation (P=0.056) at 10%, were found to influence the implementation of recommended rural land use plan activities. In addition to this existence of rural land use certificate and awareness of households on its legality and enforcement also affect rural land use plan implementation. Hence the important recommendations that can be deducted from the findings of this study include: The land use plan preparation should be participatory; households who have not available labor should implement land use plan with collaboration ('debo', 'wenfel', ‘mahiber’); and frequent contact and extension service should be given for the households by kebele experts. Generally to be successful in implementing rural land use plan at parcel level based on land capability; there should be: rural land use plan policy at National level, strong integration between agriculture and land administration and use sectors at different level, administration bodies which are at different level should have awareness about rural land use planning and should support by skilled man power, and budget.
