In developed and developing countries, mobile will be used to collect, store, analyze and upload a wide range of personal and organizational data and a way of communication framework within workers. mHealth involves the use and capitalization on a mobile phone’s core utility of voice and short messaging service (SMS) as well as mobile data connection. SMS remains one of the key communication channels in mHealth with patients in both deliver information and to get responses.
We propose a framework to help the health sector in Ethiopia that can be implemented using SMS technology. From the proposed framework we develop a mobile based a data collection and reminder system.
Data collection is one of the important components of public health systems. Decision makers, policy makers, and health service providers need accurate and timely data in order to improve the quality of their services. The rapidly growing use of mobile technologies has increased pressure on the demand for mobile-based data collection solutions to bridge the information gaps in the health sector of the developing world.
This study reviews existing health data collection systems then design and implement an SMS based data collections for android phones and using SMS texting for any ordinary phones. The proposed prototype offers ways of collecting health data through mobile phones and visualizes the collected data in a web application.
In addition an appointment reminder system is developed and a prototype is demonstrated for the healthcare workers. The prototype is also evaluated.
Both developed prototype has been tested by 10 health workers from different department, age and sex in Debere Tabor hospital and clinic.
For data collection prototype there are two ways direct SMS message data collection and form based android application, for both of the way no error data is inserted to the central database. For SMS based data collection with health workers response to usability 60% of them say it is simple and 40% very simple but for android form based application 30% says simple and 70%

very simple. The android form based application has more usable since it is form based while SMS based is rule based structural text message writhing.
For reminder system we identify reasons for patient’s nonattendance to health centers on appointment date and from these reasons using this system which reasons can be affected or this system is a solution for some of the reasons are identified (see table 5:2 and 5:7 for detail). Participates response for importance of this system to decrease nonattendance of patients are 60% very good, 10% good, 10% low and 20 %very low. Additional to this we identify 60% of participant says large number of patient’s miss’s appointment date and patients late for more than 10 days with 40% participants response says. |
