dc.description.abstract The role of CSOs for promoting human right is vital in the world. However, there is a little attention in promoting human rights in Africa because of undemocratic nature of governments. The appearance of civil society organizations in Ethiopia is the recent phenomenon. It was the post-1991 regime that allowed civil society organizations that works on human right promotion and investigation of violations in the country. However, the EPRDF government restricted the practical accomplishments of civil society organizations to their respective objectives by declaring CSP No.621/2009. This study assesses the challenges and prospects of CSO in promoting human right in Ethiopia in the case of human right council since 1991. This research is conducted by qualitative research approach by employing case study design. The researcher used purposive sampling. By stretching to both primary and secondary data sources and using key informant interview, FGD and published and unpublished documents as a data gathering instrument. The essences of this study were analyzed in thematic analysis. The finding of this study shows that HRC faced numerous challenges such as entry barriers, lack of resource, prohibited monitoring vote post 2005 election in Ethiopia, and other legal barriers. HRC also suffered by intervention of EPRDF government in the internal issue of the council. Because of this reason, HRC is not escaping from political influences. But human right council plays as an investigator of human right violation in Ethiopia and to show the violation of HRC by the EPRDF government. Moreover, this study found that the present reform government and policies that related for CSO and other proclamation may be considered as a way that paves the development of genuine and impartial human right in the country. In sum, in Ethiopia, EHC were not free from EPRDF intervention in implementing the respective objectives in their areas. Therefore, to bring and develop the promoting of human right, the government has to prepare specific guidelines of the revised proclamation and it has value the basics of democratic en_US
