Abstract
This study, set out with the aim of analyzing the feasibility of the new Ethio-Eritrean
rapprochement, its implementation, and the implication to the Horn of Africa peace and stability.
To this end, a qualitative research approach was employed. Data were gathered via in-depth
interview with scholars and experts in the Federal Democratic Republic of Ethiopia Ministry of
Foreign Affairs; and document analysis. The gathered data were analyzed using qualitative data
analysis (QDA) technique- both QDA-miner and QDA manual. The major findings of the study
are presented thematically as follow. First, the Ethio-Eritrean rapprochement was investigated
tracing their relation back to the emergence of the Tigrian People’s Liberation Front (TPLF)
and the Eritrean People’s Liberation Front (EPLF) as insurgent groups. Thus, the flashback
memory would be affecting the new rapprochement. Second, the feasibility of the rapprochement
could be determined by actors stemmed either internally or externally. To count the internal
factors, the feeling of political resentments of both TPLF and EPLF elites; communities’
contrary assertion to the points of agreement; and incompatible legacies and blurred nature of
political economy practiced between the two states. Externally on the other hand, the weak roles
of regional organization, Inter-Governmental Authority on Development (IGAD) to exercise its
mandates in the region; the geo-political importance of the region for the powerful states; the
dynamic shifting of the powerful states’ interest on the region and their actively involvement on.
Thirdly, the forward looking of Prime Minister Abiy Ahmed has recognized internally and by the
international community as well for paving way to synergize the region. However, speculations
are presupposing that new political entities would be emerged. And in turn stirring the political
practices in Ethiopia is not taken too lightly moving to influence the region’s peace and stability.
Finally, the hands of the powerful states are underestimated to the new political wind blow in
Ethio-Eritrea relations and HOA in general for various interests.
