Abstract:
In this thesis, the impact of land registration and certification on tenure security of communal grazing land is analyzed in order to examine whether it can bring changes after registration in securing of the resources. Communal grazing lands are important sources of livestock feed in developing countries. However, the frequent land redistribution in the past regime result in further shrinking of the size of rural land holding and now the continuous conversion of this resources by an ever increasing land less population targeted illegal access of communal grazing land have been the prime sources of tenure insecurity problem, leading to rapid encroachment of pasture lands. Therefore, the aim of this study was to analyze the impacts of land registration and certification on communal grazing land tenure security in Dehana Woreda, Wag himra zone, Amhara region. Based on qualitative research design, probabilistic and non probabilistic sampling methods used to select sample respondents and study sites (Keble) respectively. The study was employed both primary and secondary sources of data. The findings of the study shows that land registration and certification has been completed in Dehana woreda, but certification has not positive effects in securing of communal grazing lands and most respondents(54.5%) do not feel sense of ownership and guarantee security of their communal holdings as a result of certification they held. In addition the land certification couldn’t bring security from illegal encroachment of communal grazing lands. The illegal encroachment in to grazing land is common in all study kebele and has become increased even after certification. Encroachment is very high where grazing lands share common border with crop lands. The finding also confirmed that, the punishment decisions given by regular courts to the farmers who illegally holds and used for cultivation were in effective to restrict illegal access on communal lands. Therefore, courts shall impose severe penalty on those who take CGL to enable sustainable use of the resources.
