The purpose of this study was to assess the effective implementation process and possible challenges of ABE program with a focus to Borena woreda, South Wollo administrative zone... The method used in the study was a descriptive survey. Review of available literature on ABE program was made and relevant data were gathered from 25 facilitators, 146 students, 10 primary school cluster supervisors, 10 parents and woreda non-formal education expert and head. The respondents were selected by using simple random sampling, available and purposive sampling techniques. Data obtained from questionnaire were analyzed using percentage. And the data from interview, focus group discussion and observation were analyzed integrity with questionnaire. The findings from the data analysis showed that the ABE program is challenged by many constraints like lack of commitment towards ABE program, having poor physical nature ABE centers, students' absenteeism, inflexibility of the program, lack of parents support and Moreover, unequal distribution of leaning materials, less line or integration between the ABE centers and formal schools, unequal salary payment for facilitators, lack of capacity building for facilitators and parents towards the ABE program from primary school cluster supervisors and woreda education office can possibly affect the implementation process of ABE program in the woreda. But the ABE program has its potential in' addressing children by giving the opportunity the learn with flexibility in their own village. For example, in the current year the program gives the opportunity for •2859 Borena Woreda students to follow their educations in their nearly by centers. Thus, it was suggested that, in addition to making accessible to the needy child, there should be conducive physical nature, program flexibility, continuous supervision and support, good integration among different the ABE centers with other ABE centers and formal schools and equal salary (incentives) for facilitators.
