DETERMINANTS OF HOUSEHOLD GRADUATION FROM PRODUCTIVE SAFETY NET PROGRAM (PSNP): THE CASE OF WEST BELESA DISTRICT, NORTHERN ETHIOPIA.

dc.description.abstract n Ethiopia Productive Safety Net Program was implemented in 2005 and served for millions of rural poor in smoothening food consumption and preventing asset depletion. However, a number of chronically food insecure households have increased from time to time due to erratic rainfall manifested through recurrent drought. The general objective of the study was to identify the determinants of household graduation from productive safety nets program (PSNP): in West Belesa District, Northern Ethiopia. The study employed mixed method research design composed of qualitative and quantitative research methods. The study included 115 respondents from three rural kebeles of the district by systematic Random sampling techniques. The primary data were collected using survey questionnaire, key informants interview and focus group discussions. The data were analyzed using both quantitative and qualitative techniques. The quantitative data were analyzed using descriptive and inferential statistics. The study identified that about 30% of the sample households were graduated from the program in the study area. It was noted that the criteria used for targeting as well as graduation from productive safety nets program were not transparent evidenced by frequent complaining and dissatisfaction of the program beneficiaries. Early graduation, lack of awareness in targeting as well as graduation and delay in transferring the safety nets were the major challenges faced the program according to respondents. The results of the binary logistic regression model showed that income from crop production, livestock possession, oxen possession, credit access, extension contact, education level, non-farm activity, fertilizer and cultivated land size were the significant variables used to predict households’ graduation from PSNP. The study recommended that to achieve the overall objectives of the program, provision of agricultural extension service, credit and fertilizer should be strengthening because such kind of input increases the likelihood of the household to be graduated from the program. And also it is recommended to provide awareness creation and skill training program side by side during the selection of food insecure households for PSNP en_US
