dc.description.abstract Arnhara region is one of tbe nine regional slates in Ethiopia. Amhara region rs rakmg the lead in the implementation of new land administration system for the rural land, The new land administration system attempts lo address the issues of both equity and efficiency. Concerned stakeholders especially landholders art: involved since the inception of the new land admunstration program. Data for land administration purpose is generated and approved by the public hcanngs. The yardsticks for the success of the system are protection of the rights of the weak. decreased land re.arcd conflicts. protect ion of coruruon pool resources. coruribuuon for the increase in investment and coverage 01 the issuance of primary and secondary books of holdings for the landholders. I be contribution of implementation of the system tor s'rengthemng tree market is the issue that cannot hr overlooked in the era of globalization. The standardization of the ld11d adminrs.ration system is important for two major reasons. The first is its contribution for bringing about tenure security and the second is the contribution of standardizauun to auract capital to the rural setting. Fonualizatioo process shall lake in 10 account the need of the landholders and the tradition in the informal setting. Formal and iofonnal systems have to be properly described for an effective integration of the two systems. Description is made using the legal cadastral domain model developed by Jesper M. Paasch as a tool. Necessary modifications on the model are identified to address both the formal and informal settings, The conclusion in this study is that the model is capable of describing both formal and informal selling in Amham region. Integration of the two systems should lake into account the nature ol the knowledge system in the informal scning. Formal setting is flexible enough lo address the needs of the informal setting al the lowest level which is when the directives arc developed and implemented. Both systems have 10 be properly described before cmb,u king upou the targe scale implemenration of the formal system. The fcrmat system can get acceptance by the local society when it is properly integrated with the informal system.
