dc.description.abstract The study auns at investigating the dtfferent aspects of expropriation, valuation and compensation in the study area. Tuna Be/cs Sugar Development project located in Jawi Wareda. The study also examines the expropriation and valuation process, the adequacy of the compensation given and the overall practice of the laws and regulations concerning expropriation and compensation. It also shown} that many issues with regard to the expropriution, valuation and compensation practices, which are discussed throughout this paper. There are several problems in awareness creation before the expropriation process, how the valuation methods are practiced and the way the amount of compensation given to the affected people is calculated. The people affected by the expropriation were given rery limited tnformation 011 the process and 1~ere not properly invited to participate in the valuation of their property. Many of the affected people explained that the compensation they were g1l'e11 did not cover the necessary costs of constructing a new home or conunue their lif P as before expropriation. Tire valuation formula provided by the law and adopted by the locul government far ls to take into consideration all aspects of property value, such as improvements to land and the value of certain cash crops. Furthermore the study showed that the land and infrastructure provided by the government to the affected people were tnsuffiaent. Generally, aforementioned problems affected the economic, psychology and social well betng of citizens of the study area The required data were collected on the aspects of sugar development project implementation processes, public participation, land acquisuton (processes and procedures). compensation (types and valuation methods), resettlement, and project impacts by using questionnaire and guide line interview. ThP collected data are analyzed based on indicators. This paper recommends that the government should revise the laws related to expropnatlon, valuation and compensation and undertake the practice in line with the laws. The government (the expropriator) should also take greater responsibility in informing and re-establishing the people affected by the expropriution process. The government should also take greater responsibility tn providing necessary infrastructures and substitute fund to the affected people in addition to fair compensation to uttached properues.
