Abstract:
Land is very critical assets for human life survival and the back bone for rural women livelihood. Fair way of access and control of land whether customarily or statutory system enable the rural women to have a chance to participate in different economic activities and improve their bargaining power for decision making on their rights. Unfortunately, women were discriminated and marginalized from access and control of land for centuries through customary practices. But in many countries, the legal reform is used as a powerful tool for eliminating discriminatory provisions in property rights. Among other equity and efficiency concerns, the land certification program in Ethiopia attempts to address gender bias concerns of the current land-tenure system. The existed rural land policy is recognizing a women land rights and benefited by strengthened wives awareness of their land rights and contribute to strong involvement of wives in decision making. But, harmful practices and policy implementation problems still against women to not fully exercise a provision of land rights in different area of the country. Therefore this study is aimed to examine the effect of land certification in securing women’s land rights by eliminating discriminatory nature of cultural abuses of study areas by taking wonago woreda of SNNPR as a case study area.
Survey research method was employed to generate both quantitative and qualitative data from the respondents selected by using both probability and non-probability sampling techniques. The quality of the data collected was checked and triangulated by applying different data collection tools such questioners, interview and FGD. Finally the finding of this research revealed that the implementation of land certification program in the woreda has been affecting rural women positively by advancing their land rights but still some women are challenged by unsolved problems. The study forwards recommendations that beside land certification activities, awareness creation work is very important to eliminate biasness from community and to ensure women’s equal rights on land. Attention of government is very important to organize and coordinate concerned bodies to address rural community by implementing rural land policy in effective way.
