These researchers failed to assess whether the operating urban land allocation sys/em oj Ethiopia accommodates the interests of all right holders (citizens) equally and is on the wuy tu realize constitutional rights equal/fair access to natural resources of the country-land being one of the natural resources under the FDRE Constitution. Except the Derg regime, uther regimes (pre-Derg and transitional period) ,.,ere less friendly lo indigents' property rights recognition and protection The current regime, al constitutional level, ii has given special place lo indigents to he benefited from the resources of the country (including land) However, such constitutional aspiration has not been s1ifficienlly translated into the current urban land lease proclamation. The current lease proclamation as a principle committed lo give priority to the equitable benefit of citizens but the detail provisions dealing with urban land acquisition and process thereof neglected the abiluy uf indigents 10 fit for the requirements.
