Abstract:
The main aim of this study was to examine the practice of teachers' management; to identify
major problems in some public primary schools of Bahir Dar, and to indicate the implication of
the practice towards decentralization system. To this end, an attempt was made to look in to the
current practice of need assessment for teaching staff, satisfying the needed staff, staff
improvement, and retention as well as major problems encountered to the practice. A descriptive
survey method was employed to reveal the current status of teaching staff management in the
study area. The sample schools were selected from the town on the base simple random sampling
method. The subject of the study was 86 primary school teachers, and 7 mersu experts at woreda
and school level. Stratify and simple random sampling techniques' were used to select sample
subjects. Questionnaire and interview were used to gather information. Most of the
questionnaire items were contained a 5 point Liket scale. The information obtained was then
analyzed using various statistic tools such as percentage, frequency, and arithmetic and
weighted mean score. The data gathered from the interview of principals and mersu experts were
used as a supporting data. The finding indicated that the schools in the study area assess their
, need for teaching staff, but the plan was not enough used to secure appropriate people for the
.. place available place and avoiding problems. Moreover, the practice of satisfying staff needed
and improving the staff was done somehow good but" needs improvement in recruitment,
selection and posting functions. Experience and practical test were not used in selection criteria.
Ev~luation was found less important to improve teachers' performance. Less or no discussion
was made between appraisers and teachers: School principal were found highly responsible
body ·in the need assessment and evaluation functions. The effort of schools in finding and
facilitating opportunities for training and creating good work environments was found low.
Based on the findings it is concluded that the current practices of teachers' management in the
study area is in a good track with lots of problems and need of improvements to provide quality
education at all. The practice has positive implication to the presence of decentralization system.
