for data
analysis. The qualitative data obtained through interview, and open ended questions were
analysed using narration. Findings
of the study revealed that the SBS implementation
practices in terms
of curriculum development, instructional development and staff
development was ineffective. The study also revealed that SBS was affected by many
problems that are related
to the School itself, the supervisors and the clients themselves. On
the basis ofthe findings, the study concluded that, SBS is not given due considerations, it is
also characterized by failing state and has not been adequately practiced to promote
teachers professional competences, and
to improve teaching-learning processes. Finally,
integrating
SBS in to school plan and daily operation, allocating adequate budget by school
officials; developing guideline, and establishing a better organizational structure
ofSBS by
officials from school
to Bureau level, and providing training and reducing work load ofSB
supervisors by officials from school
to Zone level to alleviate the problems that hampered the
practice
ofSBS are recommendations made by the study.
