ASSESSMENT OF ROAD MAINTENANCE AND REHABILITATION CHALLENGES IN ETHIOPIAN ROADS ADMINISTRATION IN CASE OF COMBOLCHA DISTRICT

dc.description.abstract Roads are essential to a country’s economic and social development and one of the largest sectors in the Ethiopian construction industry and it can be viewed as an important national assets maintained regularly to bring social benefits. Roads that have been constructed undergo a process of deterioration starts at a low rate and increases with time directly after opening to traffic. Therefore road maintenance is always a must to prevent deterioration that may shorten the service life of the road. In appropriate road maintenance management strategies leads to inefficient and random ways spending of maintenance cost. The study was conducted to assessment of road maintenance and rehabilitation challenges in Ethiopian Roads Administration in the case of Combolcha District. To achieve the objective, the data were collected by using both primary and secondary sources of data from through a questionnaire survey, interview and document review. The method of data analysis was made by using relative importance index, fuzzy analytical hierarchy processes, and the questionnaire survey was analysed by using the Microsoft excel. The research results show that Price escalation on maintenance resource , Civil War/ Conflict, Land acquisition resettlement and delayed compensation , Lack of fund, shortage of labour, material and machinery, and Disease (COVID 19 Pandemic) were identified significant road maintenance and rehabilitation challenges and the most important selection criteria for road maintenance management strategies were quality, maintenance time, environment, production cost, and profit. In the contrary, safety training, reliability and maintainability were the least important road maintenance management strategy selection criteria. Adopting preventive maintenance strategy, Provide appropriate pavement management system,, developing the capacity of stakeholders and government, and effective usage of allocated budget, improving collaboration and partnering between key parties, were identified an excellent remedial measure for road maintenance and rehabilitation challenges.
