dc.description.abstract The main objective of this study was to explore the post federal government and Tigray rebel conflict reconstruction in Dessie and Kombolcha city administrations. To achieve this objective, the study used a qualitative approach and a case study design; and data were collected from victims, Media, academicians, Government officers, and Security officers in the two administrations and regional government officials, Fano, CSOs, and opposition political parties. In identifying relevant sources of data, combinations of different sampling techniques (purposive, convenient, and snowball) were utilized. To collect primary data, the un-structured interview was applied to selected key informants. The acquired data were analyzed using thematic analysis. Accordingly, the study analyses the planning in terms of the outcome of the invasion, the actors involved in reconstruction and the priorities of activities. Thus, concerning the impact the analysis found that the war had enormous consequences on the socio economic, political, security and human right issues. Though there is a need for multi-level actors in post conflict reconstruction, the analysis found that informed participation of other potential actors has been minimal. Concerning the priorities the study discussed the most critical ones get attended to first. Consequently, the data from respondents’ opinions suggests that the reconstruction of the two administrations should be prioritized as security (first); socio- economic (second); strengthening local governance (third); human rights and justice (fourth). The study makes objective based recommendations, first restore critical infrastructure and social services, promote economic recovery, strengthen community security, local governance and justice system .Second putting in place a more inclusive model which promotes citizenry participation in the process of planning. Third instead of dealing tasks hierarchically it is better to carry out together with other issue but pay more attention to enhance coordination en_US
