Abstract:
Construction industry in Ethiopia is one of the most labour intensive industries; however, in
adequate attention is given to the human resource management issues. Without having skilled
manpower, the project will be unable to achieve established objectives and improper
utilization of human resource leads the projects to poor performance. The main aim of this
research is attempted to investigate recruitment and development of human resource in
construction projects; the case of public projects in Bahir Dar. Both descriptive and inferential
method was employed to explore the study by using quantitative and qualitative data from both
primary and secondary sources. For triangulation purpose data were collected through
questionnaire, depth interview and panel discussion from relevant professionals participated in
construction companies such as contractor, consultant and clients. The Returned questionnaires
were analyzed statistically using relative importance index (RII) and statistical package for
social studies (SPSS) version 26. Based on the result of the study, the most practice of
recruitment and selection was Job vacancies are made open to the public with RII of 0.8, Formal
academic qualification is considered when selecting candidates with RII of 0.78 and Experience
takes precedence over qualifications when selecting candidates with RII of 0.75. Public
advertisement and recommendation were the most important method to attract candidates with
RII of 0.78 and 0.7 respectively. Also about training and development practice, Selection for
training is based on a proper need assessment was the first ranked with RII of 0.66 , The project
is committed to build strong relationship between employees take the second rank with RII of 0.62
and the training is relevant for practical work was ranked in the third with RII of 0.58 Shortage of
skilled man power, lack of compensation and Benefit and absence of adequate training and
development program were identified as the major challenge of human resource management
with RII of 0.77, 0.74 and 0.68 respectively .
