Land is the vital natural resource in the world as it contributes to economic development. The most successful economy of the developed world is clearly benefited from well-developed land administration function especially from its major activities cadastral system. The robust cadastral registration system in the developed nation is a result of continuous evaluation program. But in developing countries like Ethiopia the case is different. Addis Ababa City Administration to have virtuous cadastral registration system established a Land Holding Registration and Information Agency in 2015. It was planned to reach on the target by recording 450,000 parcels within five years. Despite these ambitious plans the reality on the ground was otherwise. Implementation process of legal cadaster registration is length and trump. However, these serious problems, using relevant framework no assessment has been carried out. Thus, the overarching aim of this research is to evaluate the implementation performance of legal cadaster registration. The study is carried out in Addis ketema sub city found in Addis Ababa city. Based on existing literature, an assessment framework was customized and designed. The framework has six dimensions and eighteen indicators. The primary data are collected through questionnaires, interviews and focus group discussion. Data collected through methods of questionnaire was analyzed through computer software statistical Packages SPSS version 20. Qualitative data was analyzed using narration and description method. The findings show that Land Holding Registration Information Agency is supported by a number of legislations and through ICT base support. However, the legal cadaster registration system needs improvements in the clarity of legislations that support the responsibility of agency, efficient execution of strategy, strong technical support and capacity building to stakeholders. In addition, working for maintaining institutional stability is very important. Thus, recommendations are developed to improve the current legal cadaster registration system in the study area. These include the provision of detailed interpretation of legislation, preparing strategy, making continuous capacity building and adopting designed assessment framework.
