Abstract:
The aim of this thesis work is to assess the level of Visibility, Applicability and Enforcement of EBCS in civil works in the Amhara National Regional State. In line with the research objectives, the study addresses; the factors affecting applicability, factors affecting the enforcement of EBCS to their anticipated level and lastly identifies actions to be taken to properly utilize EBCS in the construction industry.
The main tools for the collection of data were, literatures review, questionnaires, interviews and site visits. The target population of this research were, contractors, consultants, professional employees of real estate, building officials and Bureau of Urban Development and Housing Construction.
The factors affecting building code implementation are ranked according to their level of impact and probability of occurrences. Accordingly, the main reasons for low applicability of EBCS in the construction sector are; Lack of regular trainings and workshops for construction practitioners, Lack of responsible stake holders to the professional ethics who apply what they learnt accordingly, inadequate knowledge of codes among stake holders EBCS does not cover the relevant and locally available construction materials, and practices are some to be mentioned.
The cause factors affecting enforcement were categorized in to three parts as administrative, legal and social. Accordingly, Construction professionals ranked administrative part of building code higher than both social and legal parts; whereas, regulatory bodies ranked social part higher than both legal and administrative aspects. In general, the level of agreement of the respondent on visibility, proper application and enforcement of EBCS in construction sector are; 36.76%, 41.2% and 20.6% respectively. This shows the level of applicability of EBCS is rated top followed by the level of visibility. The level of enforcement is the least ranked.
Finally, as deduced from the obtained results, the measures to be taken to implement EBCS well in the construction industry are, adopt a legal framework to support the effective utilization of building codes of standards at the local level, Common understanding on importance of National Building Codes of standards should be created, Regular training and workshops regarding the utilization of EBCS need to be provided for the parties involved in the construction
