Abstract:
An asset is a result of a certain effort that brought about a use value to an individual,
organization, community or society. The use value can be expressed either in monetary terms or
equivalent benefits that the user gets out of it. In thiscontext, road is an asset that belongs to the
public and/or tax payer managed by responsible authorities, agencies or municipalities. This
research was done as to assess how the road asset is being managed in Bahir Dar City. The
research reviews literatures in infrastructure asset management areas, asses the current practice
of the same in Bahir Dar city through desk study and then coins a set of questionnaires from
these two so as to know slack practices and normative challenges peculiar to the city and
forward valuable recommendations to improve the practice.
Two sources of data were used for this research. The first data were archival documents that
include plans, manuals and annual performance assessment (APA) reports of the city and
Ministry of Urban Development and Housing Construction (MoUDHC). The second source of
data was a questionnaire survey. The first data was used to assess the overall status of the city’s
road coverage, condition and road asset management and identify problems and their effects on
Road Asset Management (RAM) practice whereas the second primary data from respondents’
responses was used to assess the city’s road maintenance performance by assessing the city’s
political, institutional, technical, financial and operational environments and by developing a
radar diagram.
Finallythe research shows that the city’s overall road coverage is very low, significant proportion
of roads needs upgrading and maintenance. It also showed gaps with regard to the performance
of the city in managing, maintaining and providing new roads by assessing the overall road asset
management practice from planning through to organization and performance monitoring,
tracking andassessment processes.
