Financial crisis could be transmitted across countries through the contraction of capital inflows&#13;
to the financial sector. Since credit booms in emerging market economies might be due to large&#13;
capital inflows, microfinance institutions (MFIs) with higher credit growth during the pre-global&#13;
financial crisis might have faced a higher credit contraction during the crisis as significant decline&#13;
in capital flows could be expected. Hence, the study examines the effect of credit expansion on&#13;
financial stability in the context of MFIs and the moderating effect of legal status on MFI credit&#13;
boom and bust cycle using panel dataset of 101/121 MFIs in Sub-Saharan Africa (SSA) covering&#13;
2004–2009. Using the Ordinary Least Square (OLS) regression, the study confirms that there is&#13;
weak or no boom–bust pattern in MFI credit growth depending on their legal status. MFIs with&#13;
rural bank and NGO legal status exhibited a boom–bust pattern in credit growth while the boom&#13;
had little impact on the subsequent credit growth of NBFIs and micro-banks. Moreover, the rapid&#13;
credit growth had no any negative effect on credit union/cooperative subsequent lending behavior&#13;
suggesting that legal status has a moderating effect on credit boom–bust cycle. The study also&#13;
uncovers that changes in non-deposit borrowings and MFI size have amplified/mitigated credit&#13;
contractions during the crisis.

The study analyzes the level of technical efficiency of smallholder Malt barley producers and&#13;
identifies factors affecting technical efficiency of farmers in Estie Woreda, Amhara region of&#13;
Ethiopia. Tow stage sampling technique is employed to select 259 sample farmers. CobbDouglas&#13;
stochastic&#13;
frontier&#13;
production&#13;
function&#13;
approach&#13;
is&#13;
used&#13;
to&#13;
estimate&#13;
technical&#13;
efficiency&#13;
&#13;
and&#13;
identify&#13;
&#13;
the determinants of efficiency of Malt barley producing farmers. The mean level of&#13;
technical efficiency of the sample farmers was about 84.5%. This shows that there exists a&#13;
possibility to increase the level of Malt barley output by 15.5% through efficiently utilizing the&#13;
existing resources. The study implies four sets of recommendations that could help to increase&#13;
domestic malt barley production by addressing the major sources of technical inefficiency.

Labeling refers to any written, printed, or graphic matter attached to or displayed around food&#13;
with the intent of promoting or disposing of it. The purpose of this study is to examine if buyers&#13;
are aware that certain foods contain labeling information and its effect on packed food usage.&#13;
For the study, explanatory research design was used and the data were collected via selfadministered&#13;
&#13;
questionnaire in normal delivery to a sample of 385 customers in Gondar. The&#13;
respondents were recruited using a basic purposive sampling approach. The significance derives&#13;
from a need to learn more about consumer comprehension and information labeling in the&#13;
Gondar metropolitan region. The study discovered that awareness, label's format, perception of&#13;
format and health consciousness were all significant in determining consumers packed food&#13;
adoption or use.

<description>Middle level public managers in civil service organizations: a  literature review

This article identifies who middle managers are in the civil service and what is expected of&#13;
these managers in organizations. It provides a review of the literature on middle managers in&#13;
civil service organizations (CSOs) and their roles as the topic is under researched and&#13;
requires merging various studies in the past to come up with one coherent result. The&#13;
literature review revealed that many scholars focus on the strategic roles of middle managers&#13;
in organizations. There are two critical rifts among scholars on the strategic contribution of&#13;
middle managers. The first group emphasized on the critical roles middle managers play in&#13;
all the various steps of strategic management while the second group rejects this thesis and&#13;
emphasized middle managers as implementers of decisions made at the top in the&#13;
management hierarchy. In this review, it was found that middle managers are active in&#13;
contributing new ideas, implementing and evaluating it for the successful operation of&#13;
strategic intent depending on the organizational situations and leadership culture around&#13;
them. Previous studies also identified middle managers in public organizations as managers&#13;
found between the top level managers leading the whole organization and&#13;
supervisors/employees implementing what is decided by the organization. They carry out&#13;
eight prominent roles to execute tasks in their work unit: innovator, broker, producer,&#13;
director, coordinator, monitor, facilitator and mentor. This study contributes to the literature&#13;
by highlighting middle managers and middle management in the public sector which is&#13;
overlooked in the field of public management.  It shows what values middle managers can&#13;
add in the public sector when they are properly utilized.
